To become an EPF Agent, you need to be at least 30 days old.
Once you are 30 days old, head over to the Everyday Phone Facility and once you are inside, Click the tv and start the test.
After you finish with the test you will have access to the EPF Command Room.

Let me introduce you to the Field Ops.

Field Ops are under the responsibility of all EPF Agents. In here you try to destroy any type dangerous devices used by our foe, Herbert. There is a new Field Op every week for you to work on. Once you successfully destroyed the device, you get a badge to use for your Elite Gear. Good Luck all Agents!

The System Defender is a place where you try to stop the Bugs Herbet has send to destroy the EPF. The EPF is in your hands and it is your duty to keep it safe from any bugs.
The Tube Transporter is a place where you can go back and see the old HQ’s and where you can do old missions to get stamps, medals, and Gifts.
How to use The EPF Spy Phone
Once your a EPF Agent, your penguin will be added with a Spy Phone. 
Elite Gear
This gadget is used for buying your Elite Gear! You don’t buy the gear with coins but with you Field Op badges. When your in the Gear page, it will tell you how many badges you need to get the Gear.
With this gadget you are told when you are need to destroy one of Herbet’s devices. When you are needed your Phone will flash a red light until you click it. When you find Herbet’s destructive device your phone will flash a blue light and ring until you click it. You will do your field op mission on your spy phone and handle it there.
Teleporter
This gadget lets you move through out the island by picking the place!
Recruit
In here you can send messages to your friends or to random penguins to tell them to join the EPF or help them out with a mission.
Elite Puffle
In here you call the Elite Puffle, Flare. You must have unlocked the code from the DS game, Club Penguin Herbet’s Revenge and you must be a member.
In here, you get in contact with Gary, Dot, Rookie, Herbet, and many more people. You get messages for the System defender when your help is needed or when they have some kind of theory.
This is the last gadget where you get transported to the EPF Command Room. This button works any where you are.
